[Delivers #183216235] Changes in trafgen for testing on container workloads

  1. Allow running trafgen in pods with pinned cpu and specified cpu ids.
  2. Allow multiple cpus when running trafgen with rate limit.
  3. Allow sending traffic using pcap as input until interrupt received.
